On 24 October, the Liaoning Liaison Unit of the Government of the Hong Kong Special Administrative Region and the Hong Kong Chamber of Commerce in Liaoning Province co-organised a seminar on “Hong Kong Business and Talent Visa Concessionary Measures” in Shenyang, Liaoning Province of the People’s Republic of China. Li & Partners, as the co-supporting organisation together with the Beijing Office of the Government of the Hong Kong Special Administrative Region, sent representatives to attend the seminar and delivered a keynote speech.

The seminar focused on the new regulations on listing of Mainland enterprises in Hong Kong, Hong Kong’s business environment, and the Hong Kong Immigration Scheme for Mainland Residents, attracting more than 100 participants from Hong Kong-funded enterprises in Liaoning, local enterprises and relevant business associations. The Director of the Liaoning Liaison Unit, Mr Fung Pak Ho, said that Hong Kong is making every effort to capitalise on and implement the positioning of Hong Kong as one of the “eight centres” in the National 14th Five-Year Plan, to proactively respond to various major national strategies, promoting smooth foreign trade, and serving the needs of the nation with Hong Kong’s strengths in international finance, shipping and trade.

During the seminar, Mr. Li Jizhi, partner of Li & Partners (Shenzhen), and Ms. Mona Cho, consultant of Li & Partners, were invited to give keynote speeches on the new regulations for overseas listing of Mainland enterprises and their impact on Hong Kong listed companies. They shared the Mainland’s regulatory regime and its main impact on overseas listings before and after the implementation of the new regulations, and systematically summarized the impact of the new regulations on Hong Kong listing and listed companies’ compliance from three aspects: listing documents/timetables, the Hong Kong Listing Rules amendments and the Hong Kong Securities and Futures Commission guidelines.

In addition, the Chief Immigration Officer of the Immigration Division of the Beijing Office, Mr Wong Wai Ki, explained the Hong Kong Immigration Scheme for Mainland Residents. Mr Zhang Yaoyu, Vice President of the Hong Kong Chamber of Commerce in Liaoning Province, shared his experience in applying for the Immigration Scheme; Mr. Ren Zhi, the Deputy Director of the Business Promotion of the Beijing Office, introduced Hong Kong’s business environment and the diversified services provided by InvestHK to Mainland enterprises.

During the Q&A session, the participants were eager to ask questions and the speakers answered them in detail, creating a lively atmosphere. The participants said that they had benefited greatly from the in-depth explanations given by the experts, and looked forward to more seminars held by the organisers and supporting organisations to share the latest information on the development and business operation in Hong Kong from the perspectives of policy support and legal compliance.
